According to the Awami League’s election manifesto, the government has approved a law to set up a medical university in the divisional city of Khulna. A regular cabinet meeting chaired by Prime Minister Sheikh Hasina at Ganobhaban on Monday (July 13th) approved the establishment of the ‘Sheikh Hasina Medical University’.
Sheikh Hasina Medical University is in Khulna. After the meeting, Cabinet Secretary Khandaker Anwarul Islam said this at a briefing at the Secretariat. In the 2018 election manifesto, the government’s goals and plans have been adopted to the effect that ‘medical universities will be established in all departmental cities’. The Prime Minister has agreed to set up ‘Sheikh Hasina Medical University’ in Khulna district as part of the ongoing activities of the government.
The main objective of the proposed university is to preserve and improve the quality of education in medical colleges by conducting post-graduate medical education, research and undergraduate education activities with the aim of producing highly educated specialists and researchers in medical education, the cabinet secretary said.
He said the proposed draft law has already been formulated in line with the laws enacted for Rajshahi, Chittagong and Sylhet Medical Universities. There are a total of 55 sections in the law. Rules, regulations and statutes may be formulated for the purpose of this Act.
Apart from describing the establishment, jurisdiction and powers of the university, the law also mentions the role of the Bangladesh University Grants Commission (UGC) in inspection and financial matters. The law provides for the appointment process, powers and responsibilities of the Vice Chancellor, Provost, Treasurer, Registrar, Controller of Examinations and other staff of the University. The law also provides for the formation of university syndicates, academic councils, faculties, departments, necessary committees and disciplinary boards and a description of their powers and responsibilities.
The cabinet secretary said the nominated representatives of the president and the speaker have been included in the syndicate of the university as members. In addition, provision has been made to form a balanced syndicate consisting of representatives of various stakeholders and professional organizations. The Syndicate includes members of the respective Ministries or Departments.
The cabinet secretary also said that all government and private medical colleges, dental colleges, nursing colleges and institutes under Khulna division and medical institutions related to medical education have been affiliated to the proposed university.

The proposed law will expand and develop higher education, research, quality of service and facilities in medical science, the cabinet secretary said, adding that improved medical services will be expanded in Khulna division through this medical university.
